Chapter 1064

As soon as Zhuang Jianye said this, the scene, which was originally in a good atmosphere because of the gsn-500max precision guided bomb, just like a cold wave, became strange and cold.

Especially the head of the headquarters, his face is not sad or happy, but his eyes that see through the world flash a struggle, half helpless, finally interweaved into indecisive hesitation, and finally come to an indescribable silence.

Is it not clear to the head of the headquarters and others what Zhuang Jianye said?

Of course, I know it better than anyone else in China. Because the GPS problem encountered two major setbacks in 1994 and 1996 respectively, it made China feel as if it had been pinched by others. It didn't even have the chance to struggle. It had to bow its head and admit it.

In 1994, China launched its own satellite navigation system.

However, this kind of infrastructure in low earth orbit space is not a household chore. As soon as the upper lip touches the lower lip, a flag can be set up to accomplish the task.

It is a comprehensive industry that needs scientific research, capital and even national strength to support.

Not to mention the others, the ordinary bridge and road construction can draw up the drawings, put on the equipment, put in the personnel, and then start the work, not to mention the satellite navigation system aiming at the stars and the sea.

So as soon as the project started, it encountered unprecedented challenges.

The first is the problem of funds. According to the calculation of relevant departments, if we want to build a high-level global satellite navigation system like GPS in the United States, we conservatively estimate that it will cost 100 to 150 billion yuan.

This is still direct investment. If we include the piecemeal indirect investment, the total scale may exceed 240 billion yuan.

In the mid-1990s, even if the time span is 20 years, the annual investment will reach 12 billion.

The problem is that such a long time span, such a large scale of investment, how much economic efficiency it can bring to China, how much GDP it can stimulate, and how many industries it can promote are all unknown.

It will take at least ten years for the whole project to see the initial effect, so that many decision-making and approval leaders may not be able to see the effect when they retire or even die.

If the effect is good, everyone will be happy; if the effect is extremely poor, who will shoulder the responsibility?

The uncertainty is so great that many leaders are deterred. They would rather approve more projects that have achieved good results in the near future than gamble on what will happen after ten or twenty years.

Secondly, there is the problem of technology. In China, there is no experience in satellite navigation, so there is no so-called technical reserve. Naturally, there are many difficulties starting from scratch. No matter what else, just talking about the atomic clock, the core equipment of navigation satellite, no one has seen what it looks like in many domestic units. Naturally, there is no manufacturing, let alone manufacturing Accuracy.

The atomic clock is only a core component of the global satellite navigation system. As for the service life of the satellite, the integration of internal equipment and other issues, are insurmountable problems of the global satellite navigation system.

The last and most important point is that China does not have the objective conditions to set up satellite time service earth stations in the world.

Let alone at home, even Russia and Europe do not have it. The only one that can set up ground stations around the world and has no scruples is the only superpower in the world today, the United States.

This is also why the US GPS can achieve accurate timing and positioning, because in the global satellite navigation system, if the satellite in space is the eye, then the supporting ground station is the ear.

The absence of either would make GNSS deaf or blind.

Let's take the GPS signal failure a few years ago as an example. The reason is that the ground station in Tokyo, Japan, of the United States failed, resulting in the delay of the GPS signal covering east Asia and the reduction of accuracy.

It can be seen that the ground station is very important to the global positioning system.

If this example is nothing, let's take a look at Russia's GLONASS satellite navigation system. From the technology of the satellite itself to the whole network layout, to the frequency and model used, Russia's GLONASS is no worse than GPS in all aspects.

But when it comes to navigation, GLONASS' signal and accuracy are not as good as GPS.

Why?

Very simply, the coverage of Russian ground time service stations is not as numerous and dense as that of the United States.

In the Soviet era, relying on the strong political influence of the Soviet Union, the so-called global deployment can be achieved. Therefore, there is no problem in adopting the same global satellite navigation system as the United States. Who makes people a superpower.

However, with the collapse of the Soviet Union, Russia's influence was extremely shrinking, not to mention the global deployment. Sometimes the former Soviet Union's republics ignored Russia and regarded the CIS as a reality.

As a result, the ground station can not be deployed globally. Naturally, it can not achieve the full coverage of positioning. As a result, Russia's GLONASS system is extremely weak.

It's really hard to say one-third of an acre in Russia, but I can't praise it except Russia. Thanks to the fact that China and Russia are neighbors, the ground time service station in Vladivostok can provide fairly accurate time service for East Asia, which can support the gsn-500max precision guided bomb of Tengfei group. But even so, gsn-500max precision guided bomb is only applicable to the north of Fujian Province. Further south, the precision is uncertain.

Because in the crucial Southeast Asia, the ground station set up by Russia in Vietnam's Jinlan Bay was canceled when the Soviet Union collapsed, resulting in a vacuum in timing in Southeast Asia, which naturally can't be said to be accurate.

Even Russia, which inherited the Soviet Union, suffered such embarrassment, which led to the fact that the satellite navigation system, which had been built at a huge cost, was only half of a corner.

The political influence of Russia is not as good as that of Russia today. How can you make the world admire you and donate money and land for you to build a ground station?

Is it just like Russia?

It's OK to arrive at home. What should we do if we leave the domestic area?

You know, the small incident in 1994 happened in the Arabian Sea, thousands of kilometers away from China. The satellite navigation system, which cost a lot of money, had to be switched to GPS before leaving the border line? Then build a wool!

It is precisely because of this key reason, not to mention the foreign people, even the domestic people are not optimistic about this project, and this is the root of the obscure attitude of various leaders.

There's no hope at all. How about a hammer?

It took more than 240 billion yuan and 20 years to produce a chicken rib product that can only be used within the border line and has no use at all. No one can afford such a big responsibility, and no one dares to carry it.

Even the head of the headquarters, a very responsible leader, did not dare to endorse the project. After listening to Zhuang Jianye's words, he chose to be silent.

Zhuang Jianye, as the most staunch supporter and promoter of GNSS in China, certainly knows the reason for the silence at the moment. However, he did not change the topic as before when he saw the collective silence of all the leaders. Instead of saying that just now, he cleared his throat and continued:

"chief, I still insist on my opinion, even if it is the current situation It's very difficult, but as the common people say, living people can't suffocate their urine. There are always more ways than difficulties. "

"Xiaozhuang, we understand your feelings of promoting GPS, and we support it from the bottom of our heart." As soon as Zhuang Jianye's voice was over, a senior leader of the army asked helplessly: "the problem is that the ground station is not difficult, but has no solution. You should have seen the specific details. 183 ground stations need to be set up in 33 countries around the world. The second is the capital. The key is how to persuade these countries to open their land to us. How can we talk about these 33 countries Country? "

In the face of questioning, Zhuang Jianye did not evade, directly asked: "why do we want their land? Does the ground station have to be on the ground to work? Can't you just go to heaven? "
