Each cultivation level of this mutant requires the blood power of nine water mutants, and when the mutant devours this required blood power, it has to devour the owners of these water mutants who are still alive.

The owner of the Blue Water Mutant can cultivate into a higher realm only if the Blue Water Mutant devours the blood power of other water mutants. Oswald, who has reached the level of a lower demi-spiritual emperor, has likely enhanced the Blue Water Mutant to the second level, which means that he has devoured no less than eighteen owners of water mutants."
