So… I did a little research and came to the conclusion that this saying (from the South to the North, swallows fly apart) refers to the fact that when Spring arrives, barn swallows migrate from the South to the North; and in the process, they are separated since they use different paths. So Lin Tan Tan basically meant there was very little chance for her to meet with Ye Xiao since they were in opposite parts of the city.
