Ormshire Fort;
The courtroom fell silent for a while because of Wil's decision against the merchants who act as the bridges from their island to other islands in the ocean.
Roesia quickly addressed the issue, "Your Majesty, I don't think you should offend the merchants.
It isn't about the money. You are new here, so, maybe, you don't know that the island of Ormshire didn't have farms and entirely depends on fishing.
Because our land isn't suitable for agriculture, the food resources will have to come from states like Astaria, Anore, Nantwich, etc… If the food supply is cut off by the merchants association, then, what will the people eat? Fishes?"
'This damn girl just keeps getting on my nerves.' Wil takes a long breath to calm down and replies, "You don't need to worry about the farms. I have the solution to it. You just do what I've asked you to do."
"Yes, Your Majesty." She sat down.
Wil then looked at others, "anything else?"
"Your Grace, it's been two decades since we hosted the Poseidon festival at our state. I think the spirits of our people will be lifted if we can host it on our island.
I wish his Majesty will support me to go on a trip to temple association HQ and ask of this matter."
Wil agreed to it quickly since these religious leaders are often powerful in any society. The most fearsome people aren't some military or politicians or even businessmen.
It's a civilian.
They get united very quickly if they hate a common person. They were easily manipulated and be used by a master behind the scenes. To deal with them, you have to negotiate or be stamped as a cruel leader for trying to use violence.
And this man can influence the common people in the state. If his familiarity will be reached the maximum, then, Wil would be able to use his influence to his use in the future.
"I'm not a believer of Poseidon but as a ruler, I will respect the public's opinion and will stand by their side. You will have my full support.
Later, I will write an official letter on behalf of the Ormshire state." Wil replied to Pawlin.
"Thank you, Your Grace."
As he expected, he quickly received a notification from the system.
*Ding! Your familiarity with Vicar Pawlin increased by 20
"Okay, Next?"
The Chief Minister, Cliff Olive stood up and spoke in a respectful tone, "Your Majesty, there are a couple of problems that needed to be addressed but with enough funds in the treasury, we will have no problems in administration."
"Good," Wil nodded in satisfaction, "since the issues have been solved, then, let's listen to what I have to say. Today, I'm going to announce an important thing.
I decided to build a new town. But I'm undecided about choosing the location. I want suggestions on where to build it."
"A town, your grace?" Pawlin voiced out his opinion, "I think it's a very good idea, your grace."
Then, it's Roesia's turn to say something awful, "to do that, we need to clear a part of the forest but is our current military able to do it?"
Wil and the others immediately looked at General Remont.
He stood up and spoke, "Your Majesty, we have enough men and equipment to clear it up."
Roesia then stood up from the seat with a smile, "I don't think you understood my point, General Remont. What will you do about the guardian of the forest?"
"Guardian of the forest?" A frown appeared on Wil.
Prime Minister Eban then explained, "Your Majesty, 250 years ago, before the kingdom sunk into the ocean and before this fort was built, this island used to be full of forest."
Since there are no scenes are displaying, Wil thought there won't be any quest at the end.
"King Gernier Athledon made an agreement with the guardian of the forest that half of the island belongs to it and the other half of the island will belong to inhabitants.
The other condition is that no monster should ever escape the forest and wreak havoc in the city. In return, we won't touch or enter the forest.
So, clearing the forest will bring trouble. But, Your Majesty doesn't need to choose the forest. Recently, after the hybrids were allowed to return to the city, we demolished the village.
You can set up the town over there."
"No, we can't." Wil immediately rejected his advice, "the town I'm going to build will be at least 10 sq.km in area. It won't be enough."
"Then, why don't we bring down the walls and extend the city? The new space can be a district, instead." The chief minister suggested his idea.
"We can't do that, either." Wil shook his head, "I brought an entire town with me, sealed in a scroll. I just need to place it somewhere."
They were instantly amazed, looking at their King. On the other hand, Roesia was taken aback. She wondered whether this hybrid king was pulling their leg.
How can anyone seal an entire town in a scroll?
Because of no exposure of players, the system has yet to impart the knowledge of the immortals into NPC of Ormshire Island. So, they are still thinking he's a hybrid born from a bird creature and a human being instead of thinking of the Angel race.
"Your Majesty, the Chief Minister's suggestion is feasible. We just need to bring down the front wall and clear out space in front of the entrance of the city to the harbor.
I think there's enough space to place a town and then, we will rebuild the wall around the town. This is the only available option." General Remont also joined with suggestion since he felt the current military isn't ready to face the monsters, yet.
"I summon, Strix." After listening to their suggestions, Wil thought of eliminating the monster as well as the forest behind the hill.
Suddenly, a palm-sized bee appeared before everyone.
Under the surprised gazes of the ministers, he stroked its head and said, "Strix, scout the forest on this island for me. Especially the strongest creature."
It led out a cute inaudible sound and turned into a ball of light before vanishing from the spot.
"Your Majesty, that is…" As Eban probed him about it, Wil answered, "It's one of my battle companions. Useful in scouting."
They don't know what a battle companion is. His words are registered as a pet in their minds and they nodded.
It didn't take long for Strix to return with the results.
Three minutes later, Strix returned to Wil, Along with the information, it gathered, an image also appeared in his head.
'This is the boss of the forest?'
He was surprised as he saw the image.
It was a giant bear in black and white, which sat on the legs and is busy with munching a bamboo stick.
"A Panda." Wil eyes lit up in response, "I want this…"
In real life, he never saw this creature directly but as a child, Wil certainly saw cartoon films. And one of his favorite movies is about a Panda who does martial arts.
He once asked his father about petting one but due to the strict regulations of the Federation that don't let these protected species native to the south-east parts of the Eastern continent, his wish remained stagnant.
Never would have Wil expected their virtual version will be found here of all places in the world.
