Because the two were walking under the shadows of the trees, the camera wasn't able to capture the facial features of the women. One was carrying some bags while the other one was pulling a luggage. The camera caught the women's back view and their departure from the place.

Hardin tried to acquire other footage of CCTV from other cameras on that place but he wasn't able to because those two just disappeared. They may or may not have turned to some place that doesn't have CCTV placed in there. Or maybe they went inside in one of the buildings in the surroundings.
