In reality, that isn't true. Humans are disgusting creatures who always find something or someone to discriminate against. With discrimination based on race and other things being declared illegal, people have started discriminating based on whether someone has mana or not.
While no one is actively being hostile towards non-awakened people, the upper echelons of society don't let someone without mana hold significant influence and ensure to limit them.
This was the reason why, despite his talent for aura manipulation, people didn't acknowledge him due to his lack of mana.
