Vincent gave them over a thousand potions which were divided into three and all of them came from his inventory so they can already set out and find their targets.
He also made sure to provide them with enough magic tools so they could move in stealth if necessary. After all, the Black Magic Organization probably has eyes monitoring their situation. They can't let them know that their Celestial Beings have decided to go out of the city or it would be dangerous for them as well.
In addition to this, Vincent decided to only inform the important officials of the city about his decision to send out the Celestial Beings. They were, of course, quite nervous after hearing that the celestials wouldn't be present for a while.
They have no idea when will they face the Black Magic Organization after all.
