The Moon Rock island is kilometers big. It's a little island. The island has a population of about 29,510. But the island is very densely packed. Almost all big Factions, Kingdoms, Sections, and Empire on the Main Continent agree that Moon Rock Island should always remain independent. If anyone controls this island, then the party will be able to control who gets to use the portal. This is something that even the Seven Clans do not like and are opposed to.
Hence, this island is treated as a neutral ground where every faction and Sect's members can freely enter and exit.
As for the right to enter and exit the Stardawn, it is the Seven Clans that get to decide that.
The Seven Clans within the Stardawn are the real powerholders of this island. They also get to decide when to open and close the portal.
If the Stardawn wasn't lacking in resources, then central powers from the Main Continent wouldn't have let the Seven Clans have this much power. This would also have been the case if the rest of the world hadn't lacked resources.
But that didn't mean that no powerhouse from the Main Continent was interested in replacing the Seven Clans in Stardawn. But they never have been able to conquer any of the Seven Clans because of the restrictions imposed by the Stardawn law on cultivator's cultivation level.
