Allen's group was inside a magic device they deployed to serve as base in the Spirit Paradise.
There was a large meeting room inside, where they reviewed their strategy and checked their equipment.
"Alright, is everyone ready? Luck, are you feeling alright?"
"Yeah, I'm fine. I still feel a little hot though."
Luck had gone through Talent Changes at a much faster pace compared to Sophie when she was in the S Rank Dungeon. But he was managing to keep up with his new abilities, though sometimes he would feel strange sensations in his body.

The elves and dark elves would take care of them instead.

Allen had thought of it as a water supply issue. If those living far downstream and halfway downstream could not move away, then only those at the source had to move.
Halfway downstream was like the Elven Country, and far downstream was the Dark Elf Village, and the spirits of the Spirit Paradise were those at the source.
If spirits were unable to drink enough Dew of Life, or eat World Tree Fruits, they would slowly lose their power, and Great Spirits would regress to Spirits, and Spirits regress to Young Spirits.
But Tonies mentioned that if they were near a World Tree, then they would not vanish.
(Not to mention that the spirits have been drinking a lot more Dew of Life than they need.)
'What kind of farce is this? Do you really think these papers hold any value?'
"These contracts are as valid as a pact with the Gods."
Sometimes the Gods would form pacts with humans. Most of them were verbal agreements, but sometimes they would also have written contracts to go along with that.
Shandar was like a bridge between humans and Gods in the divine realm, so Allen asked Merus if they also had written contracts, and he replied that they did.
So Allen asked Merus to go see Shandar's king and request enough contract forms like that.
The king had known Merus since he was a child, so he happily agreed to the request.

Those contracts were always valid, even if the Great Spirit God did not like them.
'I can't possibly release the two under such ridiculous conditions. I'll have to turn them into Spirit Beasts anyway.'

They ignored the Great Spirit God's order, staying still while staring at him.
