They just want them gone to reduce the crime and poverty in their cities. If they're really lucky, the ones they send here might send money home, and then they will be able to lift their families out of the slums, reducing the population in poverty even more."

"There is a need for poverty. You can't get rid of it until you move those who are only one step above it further up the quality of life meter. Then those above them, and so on all the way to the top.
