As Alex looked around at the clan leaders and jonin present, he cleared his throat and began his speech:

"I know that Konoha has always been the strongest among the Five Great Shinobi Villages. But that's not enough. I have a dream—that Konoha can one day become the only legitimate shinobi village in this world. I have a dream that in the future, Konoha's children can play alongside those from Iwa, without seeing each other as enemies.

I have a dream that everyone can coexist peacefully, without being divided by hair color or skin tone.

I have a dream of a world without darkness—only light!

So, I've created a five-year development plan and a ten-year growth strategy to help Konoha become even stronger. Here's how we'll go about it..."

Alex spoke passionately from his seat, but the shinobi below him were on the brink of losing their minds. Alex was somehow even more long-winded than the Third Hokage. Normally, during the Third Hokage's speeches, they could afford to daydream a little. But with Alex—a person who could destroy Konoha on a whim—talking, they dared not let their attention drift. So, they listened intently, fearful he would catch even a hint of their inattention.

"...In summary," Alex continued, "you all need to change. You need to understand that the shinobi world isn't isolated. Beyond this world, there are other planets. People on those planets are much stronger than any of you. If you stay stuck in the past, you'll eventually be enslaved by them."

Nara Shikaku couldn't hold back any longer and asked, "You say that the shinobi world isn't isolated. Are there other powerful forces out there?"

Alex shifted in his seat, finding the Hokage's chair less comfortable than he expected. He then summoned some skewers from his pocket universe and began eating right there in the Hokage's office. Taking a bite of lamb, he chewed and answered Shikaku's question:

"You know of the Sage of the Six Paths, right? The mysterious figure in the legends who created the shinobi world?"

Everyone nodded, and Shikaku asked, "What does that have to do with the Sage of the Six Paths?"

Swallowing his bite, Alex explained, "While the Sage created the shinobi world, he wasn't the origin of chakra. That was his mother, Kaguya Otsutsuki.

But Kaguya was just an ordinary member of the Otsutsuki Clan. She betrayed her kin and took the Divine Tree's fruit for herself. Because of this, the Otsutsuki Clan is bound to come to the shinobi world, not only to punish Kaguya for her betrayal but to claim the Divine Tree's fruit.

Now, the Sage of the Six Paths spread out the fruit's chakra, but to reclaim it, they'd need to gather all chakra in the shinobi world, which means killing every shinobi and extracting their chakra."

Alex's revelation plunged the room into silence. They hadn't considered the existence of other life beyond the shinobi world, let alone the possibility that the shinobi world itself could be powerless against them.

The sense of despair settled over the room like a dark cloud, and the mood turned heavy.

It was then that Hiruzen Sarutobi stepped forward, his demeanor becoming resolute as he looked at Alex. "Why are you telling us this?"

Alex had already finished his skewers. Tossing the sticks aside, he grinned and replied, "In short, you have no hope of defeating the Otsutsuki Clan on your own. But if you agree to two conditions, I can help you.

With my assistance, you could not only defeat the Otsutsuki but even rule this universe."

Shikaku asked cautiously, "Are you stronger than the Otsutsuki?"

Instead of answering directly, Alex gave a faint smile.

Shikaku got the hint, took a deep breath, and asked, "What are your conditions?"

Shikaku's mind raced as he quickly weighed the risks. If what Alex said was true, then the shinobi world was facing an unprecedented crisis, and Alex, this mysterious figure, might be their only hope for salvation.

Even if there was a chance Alex was lying, it was a chance they couldn't afford to ignore.

Alex nodded in approval, "Not bad, Nara Clan. Clever as ever. Relax; my conditions are simple. First, I need to gather all nine Tailed Beasts. Their energy is unique and will help my research.

Second, after I leave, I want you to keep tabs on a certain type of people—those with unusual abilities, a clear purpose, and who will do whatever it takes to achieve their goals."

Alex's requests were partly for the Tailed Beasts but also to gather information on reincarnators or others like them. He hoped to use Konoha to detect any future arrivals resembling the reincarnators he'd encountered.

This was merely a casual move on his part—a way to keep things interesting. He was curious to see what would happen when the Otsutsuki arrived, only to find Konoha armed to the teeth, ready to poison them.

Konoha had no reason to refuse his request, nor did they dare. Minato considered objecting, but realizing that Alex could remove Kurama without harming Kushina, he reluctantly agreed.

So, Hiruzen and the other leaders signed a cooperative agreement with Alex, which included provisions for mutual development and protection. They also received five symbiotes from Alex.

Alex's symbiotes had been upgraded multiple times. The first upgrade came from merging with the Hulk in the Marvel universe, granting them immense strength. The second was from the DC universe, merging with Kryptonians, granting them many of their powers. The third was here in the shinobi world, where Alex had fused the symbiotes with an undying rune, granting them certain traits similar to Tailed Beasts.

He gave Konoha five unique symbiotes that couldn't reproduce. One went to Hiruzen, while the others were given to Minato's team and Kushina.

After Minato used his symbiote to become a giant and punch a mountain to dust, there were no more doubts. Everyone in Konoha now referred to him as "Lord Alex."

Later, in a private room, Alex looked down at Kushina lying on the bed and gave her a gentle smile, "Relax, it'll just hurt for a second, and then you'll feel better." (Um)

Minato wanted to protest, but under Alex's intimidating presence, he held his tongue.

Finally, Alex used RCT to heal Kushina, restoring the life force that had been draining due to the removal of her Tailed Beast, Kurama. With Kurama's will now erased and fused with Shukaku, Alex felt a significant increase in the energy within his energy core, along with a substantial boost in its ability to absorb energy from the surrounding environment.

Seeing Minato and Kushina, Alex calmed the restless Catwoman hidden under the table, keeping her from moving, and addressed Minato with a stern expression. "Remember to knock next time. Have you collected all the Tailed Beasts?"

Minato and Kushina exchanged curious glances, noticing Alex's slightly flushed face. It looked almost as if he had a cold, though they doubted someone of Alex's power would ever catch one. Though perplexed, they refrained from asking questions, and Minato simply replied, "Yes, Lord Alex, we've gathered all of the Tailed Beasts."

Although Catwoman continued her work under the table, Alex quickly regained his composure, dismissing any notion of impropriety before Minato and Kushina. Hearing Minato's report, he wasn't surprised—after all, with the symbiotes he provided, it was only a matter of days before they captured the remaining Tailed Beasts.

In one stride, Alex brought himself and the Namikaze couple to the Hokage's office, instantly transferring them. As for the disobedient Catwoman, he stored her in his pocket dimension. Such insubordination called for... proper "rewarding." Alex secretly resolved to "discipline" her thoroughly later.

With the expanded range of his "Blue" technique at Lv5, Alex could now transfer larger objects across even greater distances, and with enough energy, he suspected he could even move an entire planet.

In a single step, the trio arrived at the Hokage's office. Sarutobi Hiruzen and a handful of ANBU awaited below, along with the seven Jinchuriki.

The Jinchuriki wore defeated expressions, still reeling from recent events. Each of them was at least elite jonin in strength, with some at kage-level due to their ability to control Tailed Beasts. Yet, they were utterly powerless against the towering creature that emerged from Konoha, which defeated them in one blow, even when they used their full beast forms. Their Tailed Beasts were practically whimpering within them now.

When had Konoha become so strong? Why didn't they bring out such strength during the wars? And when they realized that this fearsome creature was actually a twelve-year-old girl coated in white symbiotic slime, they were struck by an existential crisis, pondering whether Konoha had been hiding a formidable secret weapon all along.

So, when Alex arrived at the Hokage's office, he was greeted by the sight of seven utterly demoralized Jinchuriki.

Unfazed, Alex extracted the Tailed Beasts from each Jinchuriki and healed them with his RCT, leaving them to Sarutobi for further handling. Alive, these Jinchuriki held far more value than dead.

Returning to his surface abode, Alex used a portal to access his pocket dimension and began merging the chakra of all the Tailed Beasts he'd gathered.

Once all nine Tailed Beast chakras fused, the deep red chakra sphere underwent a significant transformation, its energy output multiplied, and its ability to absorb ambient chakra increased severalfold.

Sensing the immense life force within, Alex planted the chakra sphere in the center of Paradise Island, nourishing it with energy from the pocket dimension. The Tailed Beast chakra eagerly absorbed the pocket dimension's energy, sprouting into a sapling that grew rapidly into a towering tree.

When the Tailed Beast tree reached a height of 10 kilometers, its growth slowed, although it continued to expand with steady energy input. Now, with its strength amplified dozens of times, the tree could unleash a Tailed Beast Bomb capable of wiping out half the shinobi world.

Surveying the colossal tree, Alex mused about transforming it into a golden, transparent tree, reminiscent of the Elden Ring's Erdtree. And perhaps he'd gather a few unfortunate souls from another world to enact a true battle for the Elden Ring.

Lastly, Alex continued refining his pocket dimension's runes and barriers.

He added a magic array from the Toaru Majutsu no Index universe, fusing it with the runes and barriers. Positioning a Mother Box beneath the tree and suspending other infinite-energy artifacts within its branches, Alex accelerated energy absorption for the entire dimension.

Once he activated the array centered around the Tailed Beast Tree, the tree surged in growth, eventually reaching a height of 30 kilometers. This triggered a rapid expansion of the pocket dimension itself, swelling to an area roughly the size of Asia.

From his vantage point high above, Alex gazed down on his pocket dimension. Aside from Paradise Island and its surroundings, the rest of the realm lay as a vast, frozen void.

"It's time to expand this pocket universe," he mused. "Asgard would be perfect..."

At present, Alex couldn't create matter on his own. To expand his realm, he'd need to consume materials much like a "dimension lord." After considering suitable sources, he concluded that Asgard would be ideal.

Although he had some respect for Odin and Thor from his original universe, countless versions of Asgard existed across parallel dimensions—more than enough for him to grow his domain.

With the Tailed Beasts gathered, Alex had completed his objectives in the shinobi world, with no urgent matters left to attend to.

He later visited the Ryumyaku to investigate its time-travel properties, only to discover it functioned similarly to an Infinity Stone—its abilities tied solely to the shinobi world and rendered useless outside of it. Losing interest, Alex turned his focus back to training his skills, particularly the technique reversal "Red" and "Third Tree: Abyss," which significantly boosted his combat prowess.

Leveling up these two skills would also bring his energy absorption to the brink of upgrading, which would, in turn, give him his first Lv6 skill.

He was particularly eager to see what energy absorption Lv6 would entail.
