Those harmless, everyday spells are generally unrestricted, but the special ones that could harm the order of the academy are regulated. Without the proper magic casting permit, even an ordinary Great Witch would find it hard to cast spells forcefully.
The structure of Witch Academy is that of a standard ring-shaped city, with the landmark Tower of Shine as its center, radiating out in concentric circles.
The most inner circle, One-Ring, is the core area of the entire Witch Territory, housing the Lord's Mansion (Principal's Office), the School Committee headquarters, the Student Council headquarters, and other core departments.
The Second Ring is mostly composed of schools and supporting business districts. The more prestigious the academy, the closer to the center it is located. Brust Academy, as one of the Top Ten Famous Schools, is situated in the Second Ring.
The procedures Dorothy had to take care of were under the jurisdiction of the Student Council, so heading straight to the Student Council would suffice.
Fortunately, Sophia, being the Student Council President, was about to go to work, and thus took the young lady with her.
The Student Council was located in the One-Ring, not far from the Tower of Shine where they lived. Since Dorothy had yet to obtain her Flight Permit, they decided to walk there.
As they walked, Dorothy curiously took in the surrounding scenery.
Being part of Witch Territory, the Witch Academy naturally floated in the sky, rather than being built on the ground.
This was a huge city composed of numerous floating islands of varying sizes. Each school, each facility was situated on an independent floating island. Magical chains, seeming more illusion than substance, connected and anchored the islands together, and magical walkways allowed for travel between them.
