Even if the fourth elder placed what William said in his mind, he still saw it as a mere theory to guard against. The possibility of what William claimed to happen wasn't that much higher than zero point one percent in his mind.
And he needed to wait for the early waves of the monster to arrive to make up his mind about this entire hypothesis.
