Chapter 43: Dekan’s Amazement

As Dekan couldn't make tier 4 magic cards himself; he usually bought essential spell cards like "Group Purification."
One of the purposes of his visit to the Card Maker Association was to purchase this card. Second-year students at the College of Alchemy should be able to make tier 4 spell cards, right?
