In the imperial palace of the Llyne kingdom, every important official is summoned to the courtroom while the citizens are celebrating outside.
The ministers who stood with Rikilda for various reasons started to worry about their life.
"As you all probably know by now, I defeated Rikilda Llyne and claimed my rightful position. I annihilated the Zuweth's forces and took control of Zuweth and Evelon, thereby, expanding the kingdom to three times bigger than before."
"Long live the King" "Long live the King" "Long live the King"
The ministers cheered him for a while before he raised his hand as a gesture to stop it.
Whether they were on the side of Rikilda or whether they are on the side of Wil, everyone was happy about one thing. It is that monarchy still hasn't been dead in the kingdom.
"Now, I summoned all of you here to announce a few important things."
The courtroom fell silent and everyone just stared at Wil, waiting for his announcements. They also decided to agree with him to show their loyalty.
Wil continued, "Lord Raziel said to me that my formal coronation will be held tomorrow. All of you must have already gotten the information about it by now."
Everyone nodded.
"The official coronation will not be held, tomorrow. So, don't make preparations for it."
Wil's decision surprised the ministers, even including Raziel.
"Your Majesty, official coronation isn't just a simple ceremony. It will be done so that every citizen of the kingdom will be assured that they had someone who will look after them." While the ministers stayed quiet about it, Raziel, on the other hand, immediately objected to his decision.
In response, Wil said, "I'm not saying that the ceremony will not be held forever. It will be postponed for a week. And in these few days, I will also be absent to deal with far more important things. So, there will be no courtroom sessions."
Raziel stared at him for a while, searching his past. He then saw the girl that was summoned by the Zuweth's king only for her to be imprisoned by Wil.
Looking at her fiery red eyes and the horns on her head, featuring similar traits to that of Averil, Raziel immediately understood the matter.
"Fine. The ceremony will be held, next week."
Wil continued, "General Gerrad, please step forward."
"Your Majesty." The General who was standing on the side walked forward and stood in the middle of the courtroom.
"When we lost our King Mirella, when we lost our Llyne, you were the one who believed in me and followed me. You proved your loyalty many times while doing every task I gave you without asking any question in return.
I, Time Traveler, 633rd King of the kingdom of Llyne, hereby appoint you as the Supreme Commander of the army."
"Thank you, Your Majesty," Gerrad bowed to him.
As soon as he appointed the Supreme Commander, a seat appeared in the courtroom.
"Regarding the military, I'm also adding two ranks to the system. One is the Supreme General and the other is the Commander."
Although some got an idea what they might be, as soon as they the names, most of the ministers didn't understand what their king was trying to say.
Before anyone questions it, Wil explained, "We are currently in temporary peacetime. But, the situation won't stay long like this. Soon, we will be embroiled in a war with several powerful kingdoms from all over the world.
To protect ourselves, I intend to focus on improving our military strength during the next month. As for the defense budget, we will talk about it, after I return.
Anyway, let me explain about these two positions in the army. Supreme Generals are considered a higher position than Generals. Each one can command five generals and their army.
The number of positions isn't limited. As the number of our Generals increases, they too increase.
They will be appointed by Supreme Commander."
Since it's a matter with the military, the ministers didn't think too much about it. However, General Gerrad was taken aback in surprise.
He realized that being a Supreme Commander is now a far higher position than before.
Once again, he kneeled on his one knee and bowed to thank Wil.
Wil continued, "As for the Commander, they will command, all the soldiers under one province. Only Supreme Commander stands above them. As for their appointment, I and Lord Raziel will take care of it. For now, three positions are available.
After one month, all of these positions will be fulfilled. So, Supreme Commander Gerrad, make sure to pass it to the soldiers. Just because we have won the war doesn't mean they should slack off.
And one more thing. The kingdom will be put under the control of the military until I return. As the Supreme Commander, I hope you would manage your duties very well…"
"I won't disappoint you, Your Majesty." Continuing to kneel, Gerrad spoke in a firm tone.
At the same time, he felt warm in his heart. Until a while ago, even though he was a general, his status is usually lower among the peers because of his background as a commoner.
But now, he's become the third strongest person in the kingdom in authority. His loyalty towards Wil rose further.
Sending him back to his seat, Wil then looked at everyone, "now the matters with the military are over, we should talk about something else… The capital city."
"Capital city?" They wondered whether the king intends to expand the capital city.
With the expansion of the kingdom, the capital city should also become bigger. However, Wil made an unexpected decision to take them by surprise.
"I intend to create two more capital cities for the kingdom. Llyne city will stay as the headquarters as well as the Legislative capital city where all the decisions are made.
As for the executive and judicial capital cities, I will tell you about it, later."
It wasn't that Wil wants to keep this in suspense. It's just that he doesn't want to make haste decisions on important things like these.
Wil felt that he needed to consult Silver about it. After all, Silver knows how to run an organization.
And just like he expected, a look of surprise appeared on everyone's faces. Even in the historical records, there's been never mentioned of two capital cities for a kingdom.
They didn't know what's going on in Wil's mind. They didn't know that Wil took this decision because he doesn't want to bear all the weight alone.
He wanted absolute power but at the same time, doesn't want the responsibility that comes with it.
He knew that, as a king, he ought to be present at the assembly, every single day.
Wil doesn't want to sit on the throne for several hours to deal with the problems of the kingdom as if he was going for a 9-5 office job…
In this way, he can just make whatever decision he has in mind, and let the executive and judicial branches take care of the rest.
As the ministers stayed silent, he further continued, "Oh and also, for now, everyone can keep their positions. However, in the meantime, I order Supreme Commander Gerrad to form an investigation department to investigate the accounts of the nobles."
Everyone's face became pale as Wil's voice became louder, "all of you must cooperate in the investigation. As long as you admit your crimes, the punishment will be waived. However, it will also determine your posts.
That's all I have to say today…"
